SIGNALLERS CO-OPERATIVE HOUSING SOCIETY

1. Haryana Urban Development Authority (HUDA) is offering plots for Housing Societies in several towns including Gurgaon. The plots are half acre in size and of the 30 plots on offer at Gurgaon, two are reserved for serving and retired defence personal. The plots are being offered at the rate of Rs 5000/- per sq m for dwelling units (DU's) upto the size of 200 sq m. Each half acre plot can take upto 30 DU's in multi storeyed ( max 5 stores per apartment) apartments that can be upto 40 m in height. The plots would be allocated through a draw of lots.

2. The first step in the process required the creation of Housing Societies having a min of 20 and a max of 30 members. The societies so formed are required to submit their applications to HUDA by 14 Feb. Once a plot is allotted to a Society, the process of building the flats can be taken up by the society that is lucky to secure a plot.

3. In response to our request for names, almost 100 officers, both serving and retired, have sent in their requests to be included in the scheme. Since a society can have a max of 30 names, we have listed the names under three societies. The details of the three societies are given in the Appces 'A' to 'C' att. The names have been listed strictly in the order that these were received by us, either on tele or through e-mail. The three societies have been given separate names.

4. In order to formalize the requests made, there is a need for the officers to send in their application forms along with a affidavit. These application forms are required to be submitted to HUDA by the society concerned when making its formal bid for the plots.

5. The next step in the process is for the societies to get together and elect their office bearers and take on the task of registering themselves with the Registrar of Societies of Haryana. DG Signals would assist and advise the society members in the process. However the actual conduct of all society activities would be the responsibility of the office bearers of the respective societies.

6. The application form can be obtained form Army HQ Air Support Sig Unit on a payment of Rs 20/-. The details given at Appx 'D' are required to be submitted along with the application form. Officers desirous of becoming members are also required to submit Rs 2500/- along ith the application form. Of this Rs 2000/- is security deposit, Rs 400/- membership fee and Rs 100/- the cost of one share of the society. The last date for submission of the application form duly completed in all respect along with Rs 2500/- is 25 Jan 2006. The form should be submitted to Adjt Army HQ Air Support Sig Unit.

7. On receipt of the application form, the action to form the societieswould have to be undertaken by the respective office bearers. It is therefore essential that the members listed under the three societies at Appces 'A' to 'C' get together at the earliest to commence the process of electing their office bearers and their respective Managing Committee. The office bearers so elected can collect the application forms deposited by their members from the Adjt Army HQ Air Support Signal Unit.

8. Since it is possible that all those officers who have presently indicated their desire to participate in the scheme may not be on the final society lists for one reason or another, it is advisable that the officers listed at Appx 'E', whose names were below Ser No 90 also submit their application forms. They would be considered as reserves to fill in the slots vacated by those who amongst the first 90 who fail to apply at all or in time. In accommodating the names for the reserves, the basic composition of the societies as shown in Appces 'A' to 'C' would be retained.

9. It is requested therefore that the officers as listed under the three societies immediately get in touch other so as to elect their office bearers and their Managing Committee.

This brings me to a recent publication: Leadership in the Indian Army: Biographies of Twelve Soldiers by Major General V. K. Singh. He has done a good job by collecting biographical data of his heroes, both those who led from the front (Brigadier Usman, P.S. Bhagat, later General, who won the Victoria Cross in World War II) as well as India's first chief of army staff, Field Marshal K.M. Cariappa, General K.S. Thimayya (the most amiable of the lot) and Field Marshal S.H.F.J. Manekshaw, who master-minded Indian victory in Bangladesh.

However, without belittling the achievements of his other heroes, I question the omission of some notable Generals like Harbaksh Singh, who turned the tide against Pakistan in 1965, and General Jagjit Singh Arora, who put in effect the strategy decided upon in 1971 war. Nevertheless, I recommend this compilation of soldier-leaders.

A prayer most apt for civil and military leaders was written by Albert Holland:

God give us men

Men whom the lust of office does not kill

office cannot buy,

Men who possess opinions

and a will,

Men who have honour, men

who will not lie.

R ETIRED MAJOR General V.K. Singh's book Leadership in the Army: Biographies of Twelve Soldiers is unique because there is no other book of its kind in India. There are autobiographies and a few biographies of individual Indian soldiers, but none that picks up 12 army officers since Independence and provides an /interesting peep into their careers and personality

This book chronicles the lives of not only army chiefs, but includes a brigadier as well. Choosing a dozen officers from amongst numerous outstanding army leaders is in itself a daunting task. Having done that credibly, the book, by the author's own admission, was a decade in the writing. And it shows.

Just when we thought we knew every thing about Field Marshal Sam Manekshaw, the book provides many riveting insights into the life and ready wit of India's most well known soldier. For example, Sam was the only person who addressed Indira Gandhi as 'Prime Minister'. All others, politicians and bureaucrats alike, called her 'Madam.' When asked why he did so by a senior bureaucrat, Sam said that the term Madam is more apt for one who heads a place inhabited by women of easy virtue.

Not one to be cowed down by o anything, Sam paid a heavy price for his rectitude that was interpreted as insolence. He was denied the post of Chief of Defence Staff that Mrs Gandhi was keen to confer on him after the 1971 war.

Even as the book provides a refreshing glimpse into heroism in the army, there is much more that could have been done. Instead of restricting himself to the army, the author could have included the other two services as well in his search for heroes.

Moreover, while the book has adequate substance, it lacks a bit in style. The author has stuck to a chronological sequence to narrate the tales, and has, for unknown reasons, avoided his opinion on the army leaders. A more interesting approach would been to take a reader back and forth into the lives and times of his chosen few. This, however, does not diminish the inspiration value of the timeless book, which should be read by all those interested in India's military history
